Yeah Rose's gonna be so pissed the dog came too LOL! They can be neighbors, that way all the hanging out without the pesky dog eating her shit (Though I love the idea that every now and then the dog gets into Rose's place and destroys something or Rose goes over to borrow something and ends up on a kitchen table armed with a broom.)

And yes, definitely this. She's, well she's Rose she's going to be reluctant to get serious with anyone because... her canon love life was horrendous basically but that just makes it all the more awesome :D
